The methodology of evaluation of cross-cutting topics in development cooperation is conceived as a practical tool for evaluation of those who evaluate development projects and programs. The matrix of indicators defines and puts into operation each specific dimension of each cross-cutting theme and compiles it with the appropriate sets of evaluation criteria and indicators.
