The methodology for evaluating cross-cutting issues in development cooperation is designed as a practical tool for evaluators who evaluate development projects and programs. The primary purpose of the methodology is to unify the existing diversity of approaches to the evaluation of cross-cutting themes and to bring standardization and comparability across projects to the evaluation.
